F, because God (probably) doesn't exist, but if he did, then it would be E. Some people say it was Satan, but the thing is everything Satan does he has to get the O.K. from God first (as seen in the story of Job) It'd be kind of like how even though the Godfather doesn't kill the people in the Maffia, he does order the deaths.

None of them. God doesn't smite...he's not vengeful...he doesn't carry human emotions or characteristics as we do. The earth, who is its own entity, is evolving or moving into a faster vibrational energy, hence, the crazy weather patterns.
