The guy is a jerk. He is probably very immature and he has a secret crush on you. If you like him tell him to grow up and ask you out, but if you don't like him then pick it up and throw it back(assuming it is dry dog food!).

He either really really likes you and, like other members of the primate family, doesn't know how else to show it.. or he really really dislikes you, and like other members of the primate family doesn't know how to show it.. my suggestion is stoop to his level.. when you see him from now on make monkey noises and ask if he plans on flinging poo next..
