Why do trashy women feel the need to flash their breasts to complete strangers?

Well, in many cultures and eras, breasts have been exposed as part of the fashion. In some cases it was an indication of the limitations of the fabric-making skills. In other cases, it is a nod to the extremes of the climate. In others, it is purely a fashion statement.
Since American culture derives from northern Europe (and our fashions are evolved from a "Little Ice Age" ancestral form of dress), bared breasts were just not practical for much of the year.
Fashion has always made a virtue of necessity. Culture determined that the fashion of a covered bodice to prevent frostbite was "moral," and violation of this fashion was, ipso facto, "immoral."
Over the last 150 years or so, fashion has become somewhat fetishistic, designing clever ways to ALMOST reveal, or even MOSTLY reveal, but still conceal just a bit ...
And so we come to the current mishmash of styles, from painted nudes to transparent gowns to straps that only notionally cover, all seeking to shock with flesh an audience that is becoming increasingly jaded and inured to the appearance of a boob.
To answer the question "Why do women feel shy ...?"
Perhaps they are just lagging a bit behind the fashion-curve. Give them a few years.

They weren't raised correctly. Women should feel free to expose breast. It is a wonderful natural act.

In the US, too many people are afraid of nudity. Most people are too uptight. If some guy sees a bared chest, he would probably freak and attack.
