See an Ophthalmologist not an ER doc. The ER doc sees all kinds of problems while the Ophthalmologist sees only eye conditions and problems. It sounds normal but the Ophthalmologist can give you some prescription eye drops that may reduce the white, raised area around the cornea(the pupil is the black space in the center of the iris)

I have never heard of this before, but I also have allergies. I am allergic to dust mites which makes eye problems worse. In the morning I wake up with the junk in m eyes and around my eye lashes. My doctor told me that, this is actually your sinuses draining down into your eyes at night while you are sleeping. i would say if you are not happy with what your ped. says I would go to another doctor.
