I think that a lot of men may not understand the reason for her smiling back.
She may be with someone.
She may be just flirting, and therefore playing games.
If she is with other female friends, then she is less approachable because your unable to have a 1 on 1 conversation with her.
It is refreshing sometimes for their to be an exchange of glances and smiles and to have her come over and speak to him.
Bottom line, Not every guy is a player, and have the perfect line ready at the tip of his tongue. Some men just are fed up with being rejected.

The bottom line is that they are probably intimidated by you. Men despise rejection and for the most would rather be set on fire than be turned down by a woman. So it is easier to just hang tight and let the lady make the first move. That's what we are waiting on. Besides that, women can be very cruel in a situation like that.

Unfortunately most guys have been shot down by that girl who was making eyes, and smiling, and giving us signals, so now we are guarded. Believe it or not, there are many girls who bat their eyes and tease their bangs while looking at you just to get guys to make a move so they can feel good about themselves (oooh some guy wants me), with no intention of anything further other than maybe a free drink. We call them c*ckteases. If you see a guy you like, go talk to him. Its the new millenium!

Speaking for myself, as a man, I am too shy sometimes. I question whether or not she wants me to make a move, or not. I say to myself, "What would she want with me?" She is pretty, and can have any man she wants! Why would she want me? So, consequently, by the time I decide maybe I'm not such a bad guy after all, some other guy has already started talking to her. It actually happpened to me this past Saturday night. I hate myself for it sometimes, but I wanted to answer your question, honestly, and openly. Hope it helps!

Well in my case, I need the girl to be carrying a neon sign saying she's interested. Besides, its pretty hard to talk to people you don't even know. I honestly beleive it only happens in Sex and the City. If women made the first move there would be a lot more love in the world!

Well some guys are extremely shy and they may stare at you and be giving you all the right signals, but inside they are really shy and don't have enough confidence in themselves to get the balls to ask you out or at least for your number. Sad, but true. I am just glad I am not like that!

Some guys just don't have the gumption (ie: balls) to make the move. Too shy, don't know what to say, etc....but, hey, you're a big girl - make the move, or a subtle one doesn't hurt. In fact, make a move on me - smgmonty at yahoo ;o)
