Should their restaurant be shut down and should they lose their license to own and operate any type of food establishment?

If a restaurant fails a health inspection, it should be closed until the violation is corrected. If the owner cannot or will not correct the violation then the restaurant should be closed permanently or be sold to another owner who is responsible for correcting the problem.
The failed owner should have to take some kind of training course in how to keep a restaurant at code and if a future restaurant also fails, that's it, the person can't own or partially own a restaurant, or manage one, ever.

Well they need to talk to their inspector and fix the things that are "broken" Also, taking a Serve Safe class (if available) would help educated the owner and his/her employees. If after that the still get bad inspections then maybe they need to turn their place over to someone who can manage it better.

yes. it means that they are only out to make a buck and they don't care about people's health.they can make it pass if they want to but then maybe it would entail to much fixing so they just ignore it.
