Without knowing the maker and model of your detector, I couldn't tell you why that is, but here's a few wild guesses -
the detector looks for electrical signals of certain frequencies. TV cameras have to operate at some of the same frequencies as a TV set, since the TV has to decode the picture that the camera receives. Therefore, a TV set may be setting off the detector.
Also, a camera has to send its signal to a TV or VCR someplace, and the detector looks for that signal. However, there are a lot of other things that send data on those frequencies, like cordless phones, cordless headphones, baby monitors, and stuff like that. When you go near a window, these devices (in other houses) may be setting off your detector.
The third possibility is that YOU HAVE A CAMERA THERE. Many times, if a camera is in place for a long time, they mount it in or near a electrical socket for power, so they don't have to change the batteries. So, look in or near a socket for a tiny camera, or better yet, look around a common area in or near your home to find the VCR that is taping you. It will need to be close to the camera, but somewhere that your enemy can get to easily, like in your garage or in a nearby shed or house.
