Sometimes the toilet doesn't flush properly. And sometimes they do not want to touch the handle.

I'd have to say if you find it in a public restroom then it's probably an avoidance to touching the toilet. Although, I always use my foot to flush. The other possibility is that it defies flushing. My brother consistently leaves floaters and it refuses to flush no matter how many times the flusher is pressed. It has to breakdown some before it will go down. Which also might explain why there is no toilet paper to be found with the floater, like another person had commented.

People leave floaters to be rude. This is probably more common in public restrooms because people can remain anonymous and see the reactions of others when they go into the stall and see the present waiting for them.

Well, it's because they don't know how to properly take a dump. Many people don't. See, one flush doesn't take the material all the way down the pipe....just kinda hangs around. The key is to poo a bit, flush, poo the rest of the way, flush, then wipe a bit, flush, (not a lot of paper at one time---that will clog a toilet) finish wiping, then give it another flush. And maybe one more for good measure. Voila--no floaters. Class dismissed!

I believe it is for several reasons, two of which immediately come to mind.
1. Some people do not wish to expose themselves to germs thus they won't touch the toilet handle.
2. Some folks are stimulated by shocking others. I was reading about some home burglars who take a dump in the homes after stealing what they want. Weird!

Because the restrooms probably have a low pressure water valve.

because they're incredibly lazy and they probably do the same thing at home. they have no respect for the other people that use the restroom and just plain don't care.

Happens at work all the time i just move to the next stall..Gross!!! They must like leaving their territorial mark like an animal

Maybe they don't think their poop stinks. It's gross. Half the time a floater is not accompanied with toilet paper...hmmm...pretty nasty.

Probably the same guys who use the stall and don't lift the toilet seat to take a piss and then piss all over the seat. Lazy fuc*kers.
