first of all, I couldnt understand what you are asking
all I can gather is, that u want to know if secondary school is higher than college
well, in that case, college is higher
secondary school is one, which u attend before a college, and if you pass it...you are eligible for enterance to college for whatever field u are interested in!!

college is above Secondary School (High School). They are not combined.
