You can do it in either, but i suppose paint is easiest.
Open both pictures, then create a canvas with the size you require (for both pictures).
Then use the mask tool, it will look like a dotted line square.
Use this via click and drag to cut the pictures out, and paste them in the new canvas, then save as .jpg.

I've never used PS 5.5, I have 9.0,
any way, open the photoshop, click on File >>> open
select your first pic, then open the second one,
In the toolbox you'll find top right an arrow shaped icon, click on it
and drag the first pic to the second, and move it and play with until it looks nice, then file>>>> save as, enter a name for the pic, and underneath the name box, choose the jpg extention, and ok, then ok

U can do this using Photoshop. Just Cut the areas from the pics u want in d new one, and paste them in the new pic. or u can just cut the area from one picture and paste it on another.
U can also select a crtain area, and change the colour & tones etc.

ok.. open photoshop..
open both of the files..
and open a new file of suitable dimensions to fit both of your jpgs...
drag the files using the tool that looks like a black arrow and margen and adjust or crop your new image....
then flatten and save as jpg

If all else fails...read directions...via HELP....I'm not about to use a page of directions on how to do this...if you have Photoshop...start learning by reading...you'll be surprised at just how much information is in there if you just take the time to read it...

you cut out the arear of intrest from one, and then paste it as a transparent selection on the other
