Go to petfinder.com and look at the pets up for adoption in your area, you could also contact a local rescue group. Most of the time you have to pay a small adoption fee that covers the first vaccines and spaying or neutering, but it's well worth it.

Chances of getting a purebred puppy for free are slim. You could do a few things, though. Get your name on the waiting list at a local animal shelter. Sometimes people surrender their purebred pets and you could let the shelter know the kind of dog you want. You could also look into breed rescue groups for those particular dogs. Petfinder.com is a good source for both options. But don't expect to pay nothing. Every place is different, but there will be adoption fees.

Puppies are not free. Even if someone gave you a free puppy, which is highly unlikely, they need shots, vet care, food, spaying/neutering etc.
