It is a requirement that she veils full time once hitting puberty. Puberty is when the person is of the age or ability to conceive, i.e. their first period and the approx. 28 days before it, which is when the ovulation actually begins. (you can confirm what puberty is by looking under wikipedia)
This age, puberty, varies for every person and is left to the parents to determine it for their child.
In addition, it is the parent's obligation to prepare the child for veiling/covering, by introducing it at a younger age. Also, at age 7 all people are required to begin making all their prayers and it is a sin on them if they miss a prayer (salat prayer only) after they hit the age of 10. So.... she has to start covering her head for the salat prayers (five times a day) at age 7. So, many people start having their daughters wear it regularly then, but it is up to the parent to do their best to make the hijab/veiling be something she embraces and will do for a lifetime and be prepared to do it by age puberty. It's not really that hard, once she understands that it has nothing to do with the christian concept of covering the head out of submission to the husband as Paul said. It is because of covering out of obedience to Allah only and it is a means of protection, Allah says in The Quran.

Well this something which has set rules
when a child starts speaking sentences we have to teach him Quran;
By the age of 5 years child should have started praying
and according to Islam girl becomes adult at the age of nine (9) so seven (7) would be age when she should start living in the norms of Islam, start covering head, though the earlier the better...no age as be defined thought usually girls by the age of 5 start doing pardha (covering themselves up)....

A Muslim woman does not have to cover her head it is a choice. The only requirement is that she must always dress modestly.
"Women should draw their veils over their bosoms and not display their beauty except to their husbands" and other close male relatives (24:31). This was the Quran's reaction to partially clothed, often topless women in pre-Islamic Arabia.

Ppl said 10 years old is good age to train your children to be Muslim like pray 5 times a day, fasting in Ramadhan & wearing scaff. But at Malaysia, most of them will wear 'tudung' when they turn to 13 years old. That time they will go to secondary school.

Whenever you want....
Some of my classmates (I'm a 6th grader) have already covered their heads. But my mom covered her head at 30, I think. My friend's mom hasn't covered her head yet. Neither has my 21 year old sister.
So it just depends on when you feel comfortable with it.
I'm Muslim, by the way. And lovin' it. =)
