Not all cats do that. I’ve dealt with a few cats that do NOT like having their rear ends touched or manipulated at all. My cat, Bubbles, however, is one of those “butt cats” as I call them, and she loves to have her lower back scratched, especially really close to the base of the tail. But then again, my other cat, Crystal, does not raise her back. I suspect that they like it simply because it feels good, although I’m sure that cats who have fleas and itch back there love being scratched just because it satisfies the itching.

Well when someone pokes you in a certain spot you kinda twitch, maybe that's what cats do. You know, like when they are laying down and you pet their back they kind of twitch. My cat does that too.

my cat does that too. i think rubbing them makes them happy so they lift their tail up and their but goes up with it. i really dont know tho.

Yes, I have always wondered that also. I think it just means they like it. And they want you to keep doing it
