Do you require a passport to travel from the UK to France, its for my sister who is 16, has a potential school work placement for a week and need to know if she needs to get her passport. By train or air etc?

YES WE JUST TRAVELED THROUGH THE TUNNEL ON EUROSTAR AND THEY CHECKED PASSPORTS ON BOTH ENDS.

If you are a citizen from europe, you just need your ID. An international traveller needs a passport.

By train, absolutely, by air, few chances to get controlled from UK to France (I donno about the other direction), but in any case you MUST have a valid passport

I believe you might. Check with the travel industry in England (sorry I from the US, so I don't know the name)
