Black tie: you can wear a long dress or a short cocktail dress. Sometimes, women even wear smart pants and a very smart evening top.
White tie: it has to be a long dress (evening gown) but it doesn't need to be poufy or anything. Just very elegant and dressy, especially since the guys will have to wear tuxes with white ties.

a white tie and a black tie event are basically the same thing. its just ina black tie event you can get by with a formal tea length cocktail dress or gown, and in a white tie event men are to wear white ties and women are supposed to wear long ball gowns with all accessories.

I think it is a formal dress, men wear tux or suits, so a formal dress is the best . long length .
