Before putting up any insulation of any kind in a basement, you need to install a vapour barrier. Paint the concrete with a silicone-based paint. It is fairly expensive but worth it. Wiat for a good rainstorm to check for leaks in your paint job. When it dries, cover with plastic sheeting, either large sections of plastic sheeting painters use for drop sheets or use green garbage bags. After doing this, you should be able to put in your insulation without any moisture problems.
