Technically there are no solutions. The scientific community is built on ideas and hypotheses that haven't been dis-proven yet. It sounds ridiculous but just how the system works.
And it will continue to work until a better system is devised ; )
I was so disappointed when I got to uni science - in high school they tell you 'we KNOW what the structure of this is' and 'we KNOW how this effects that' but when you read between the lines at uni you discover that it's really 'this scientist had a THEORY that the structure is this and nobody had been able to disprove them so we will accept it as true until someone makes another discovery'
The fact is, it's just easier to think in absolute terms.

There are solutions and cures to any problems/diseases... even Cancer and AIDS. You just have to know where to look for them, have patience when searching for them and have an open mind when you're looking at all possible ways to cure a problem... There can be more than one way to cure any disease and all of the ways can and do at times work together in combination.

Some questions do and some dont. It could change in the future but what's the point in analyzing all that? I think you maybe need to elaborate on your question as to what you mean.
