Hallo - I also am studying German. You're better off buying a book than using a free web site. Go to amazon.com and look for "Berlitz Self-Teacher - German" (what I use), German for Dummies, or one of many other instructional books. A workbook is good, but you also have to practice speaking and listening. I recommend buying a book that comes with a CD, so that you can hear recordings and practice your pronunciations. Viel Glück!

if you are only 13 take german in highschool, learning from an actual teacher is much better than learning from a CD or trying to teach yourself, and you cannot just learn german overnight, it takes 3-4 years at least, and then you aren't even fluent, you just speak really well, you then need to speak to actual germans to get the accent down and get rid of any bad habits or mispronounced words.

You can only learn to speak if you have the opportunity to listen & to be listened to. A website will not do both for you.
To learn grammar & vocabulary, you can use http://german.about.com/ but nothing can replace "live" practice.
