Its just their way of communicating, like we talk. All animals have theior own way. It might all sound the same to you and me, but each species can tell what each other are saying. Sometimes pet owners can differentiate between different barks and meows, depending on whether their dog or cat is hungry etc.

It was a decision made by the upper level management. We initially thought of giving dogs and cats a human-like voice as we found out that more and more human beings are starting to abuse these creatures. Nevertheless, our proposal was rejected when the dolphins sent a petition against it, calling it an abuse against animal rights. We are very sorry for any inconveniences arised. Thank you.

It is the Science of their physical make-up, that it is so. Their different body parts and structure. It is a Science and Biological thing.
