You must have a DVdriver. These hardwares are different.
Also you can use "Dv X" drivers for watching some kind of VCDs.
There is another solution:
1- Record an image (By image writers, such as Clone cd, Nero, etc.) of your DVD by a computer that it has DVdriver.
2- Install your favourite image driver on your computer (Should be same software with image recorder).
3- Copy DVD image into your computer.
4- Mount DVD image on image driver.

You can't, unfortunately. A cd-rom drive is not set up to be able to read the encoding on a DVD.

the format of CD ROM & DVD Rom are of different sort, you can not read a dvd-disk using CDROm, you need a dvd-rom, or you can copy it using dvd-rom on another computer and then paste it into your computer. through third media.
