If you're from t he east coast, go for California. The music scene is completely different, you'll be able to see different styles of music and its quite an experience.

For full blow out of culture, always check out NYC and LA. For smaller grass roots stuff, check out College Towns. Athens, Georgia and Austin, Texas are hot beds for the "sound of tomorrow".
