Legally to travel domestically with in the US, only people age 18 and over require to show ID. It is always a good idea to travel with a copy of their birth certificate just incase you may need it for an emergency. If you are travelling alone with the children, it's also a good idea to have a notorized letter from the other parent stating you have permission to leave the state with them. The airlines will never check for this. But they are good to have just incase a medical issue arrises.
The only time ID is required for all ages is International Travel.

There is no ID requirement for minors. You don't need one until you turn 18. All they will require to fly is that you (having an ID) acompany them. If they were unacompanied, or one is requested of your teen, a school ID will suffice.

Unless you are flying internationally, they don't need anything. You can just purchase a state I.D. from the DMV but it isn't required. Some airports require I.D. as young as 16, I've not seen any younger than that.
Since your boys are still pretty young, they shouldn't have any problems. But sometimes if you are close to 18 it is a good idea to bring an I.D. to avoid any problems.

Any answers that state that you will need photo ID are completely wrong. In the US, the TSA does not require any passenger under the age of 18 to present any ID in order to board a domestic flight. Further, the answer that states that ID requirements are set by the airline is also completely false -- these requirements are set by the TSA and apply to all airlines.

I flew last year with my 4 yo, I was shocked to find out he needed no id!...I brought a copy of his birth cert. just in case, but I never even pulled it out. If you are flying out of the country you need a passport (sometimes only a birth cert.) and if you are divorced you need a notorized letter from the other parent.

I'm 15 and I fly about 15 times per year. I use a passport and I fly american. you just have to prove that the boys are the legal ticket holders. they just check at security that the name on the ticket matches the name on the passport or id. I would get them passports if they dont already have them.

if the legal guardian has a government issued photo identification. Children under 18 do not have to show I.D's, but if they have a school I.D or any other photo I.D it always helps
