Not necesarily.
The most important part of feeding your dog, is that he/she is getting enough nutrients, brands have nothing to do with this, the individual dog does.
Puppies eat more often than adult dogs because they burn more calories, even when you think he/she sleeps a lot, we must remember that our bodies grow and repair themselves while we sleep, not when we are awake. So even when he is sleeping he is burning calories.
You´re not giving me enogh info, but my guess is your not feeding him enough times, the younger the puppy the more often it will want to eat, new borns for example eat every 20 or so minutes, as they grow they learn to messure themselves as long as they feel satisfied.
The food you give him may have a lot to do with it as well, he may not be digesting it properly, here I would have to sugest that you change it. This does not mean that the brand is bad, all it means is that it´s not the right one for YOUR dog because he is unable to absorbe the proper amount of nutrients from it..
This is what you need to look for:
Feces, color amount, odor but most of all quantity, the more poop, the less he is actually digesting. A good dog food will be one where your dog leaves small amounts of poop, he shows to be satisfied after eating, his hair will be shiny, shedding will be litttle, or depending on the breed nothing (good luck with dalmatians, they shed all the time regardless). He will show a good attitude, and most of all, if you serve him more, he won´t eat it. Good muscle tone, shows a nice little waist and is growing acroding to breed specifics. (Pug mix may not show much of a waist, but you should be able to tell if he is underweight, or overweight)
Now bear in mind, that dogs like people can have eating disorders, If your dog eats the bag of food in one sitting, or eats so much at one time that he develops a large belly, this is not normal...no joke, I know a dog that will do this. His owner has the food in a metal garbage can with a tight lid, he chewed his way through a plastic one (he´s a lab). I believe he started showing this trait around the age of 4 or 5 months. He was overweight as well.
There is a very rare condition, I believe it involves a hormon response from the digestive system, that doesn´t happen, causing the individual to "eat themselves to death",
Tray increasing the times you feed him, but give him small amounts at first, you should see some difference in his attitude.
When all else fails take him to your vet and have him checked for digestive problems, parasites, etc. Certain conditions can be genetic. Like diabetes in the pug. Allergies in dalmatians, hip displasia in german shepards, etc.

It is possible your dog may have a tapeworm. This needs to be checked so the next time you walk him and he poops, look quickly at the stool as it hits the ground and if you see small white objects that look like grains of rice in the stool, take the dog to the vet. You have to look quickly because the tapeworm segments (that look like grains of rice) will burrow into the stool and quickly disappear.
Tapeworms not normally found with the standard stool test for parasites and this is the easiest way to identify the problem.
If your dog is parasite free, remember, many dogs will eat until they get very fat. Not all can be given free choice and remain at the best weight. Just feed the normal amount and get him occupied with play thing, walks and other diversions.

Both pugs and beagles are notorious for being "pigs". Feed him the recomended amount of food and a few treats in between because if you give in your dog will be over weight and unhealthy.

Missee is right; pugs and beagles are both hungry hippos. She's also right not to overindulge him since imposing obesity on your "best friend" is one of the worst things you can do for him.

I have a pug. She would eat forever. She eats everything. Q-Tips, paper, grapes, pizza. Anything and everything. Don't over feed your dog, it is not good for them.
