Not quite sure I understand the question, but if I do, then just don't do anythign that requires your brain to work too hard. No watching TV, no reading books, no using the PC.
Lie down in a darkened room.

There are decaff teas, but also a tea variety called Redbush or Ruibus which grows with almost no caffeine in it. Tastes ok as well. Here is the UK even supermarkets have it.

Cease drinking tea 2 hours before bedtime. Just before going to bed eat a snack with protein, low carb and maybe some fat, such as a hard boiled egg, a cracker, and some nuts - almonds or peanuts. Drink water with your snack.
See if that works for you.

Celestial Seasoning's makes a sleepy-time tea. And it works. If you can't find that brand try a chamomile flavor. Or there are many brands that are caffeine free.

Don't drink tea or coffee after 6pm unless it's decaffeinated. If you want a warm drink later in the evening, go for Horlicks or Ovaltine.
