Actually anyone can perform a wedding ceremony. You yourself can gone on line and get a certification. But once the ceremony is performed the paper must be filed at you city clerks office to be a valid marriage.

if someone is a ordained minister (this isnt difficult to become, do a websearch on becoming ordained, some churches all they require you to do is to apply and they ordain you) they are legally allowed to perform a wedding ceremony.
I'm legally allowed to perform a wedding ceremony, as i'm ordained by an online source.
but heres an idea of how ridculiously easy it is.

Depending on either State or province...a Pastor with proper papers will be known by either the Province or state that issues such licences...contact them.

You would need to start with the leaders of the particular church he belongs to (baptist, methodist, catholic, etc.) It is the church, not the state, that controls ministers. They would be able to tell you if he is ordained. Also, if he really is not properly conducing himself, they need to know.

Pastors have degrees from the seminary they attended. Ask to see his/her diploma

well if he was a liscensed paster then he should have known what he was doing. maybe he was a little off that day. but sorry i can't tell u how to find out
