Yes, as a gentile you are only required to abide by the 7 laws on Noach. I dont know why they say that. Maybe it means to be perfect in what you are doing - if you only have the 7 laws then do those laws perfectly!

I have never heard of Christians saying the word "perfect" but instead we are to be holy as God was holy. That means we are to be set apart, different than others. We are supposed to be a light to this dark world. I really respect the Jewish faith and although our beliefs are slightly different, I do believe that what we believe has some similarities. It is important to abide in the law (ways) of God. We Christians just believe in Jesus and his atonement for our sin. In fact, we don't believe we must be perfect...instead we are saved by His perfection. He was the perfect holy lamb. Because of his sacrifice we can be saved. Now, we are obligated to live a holy life but we WILL MESS UP. But Jesus can wash away our sin if we just say that we are sorry and TURN from that sin. We can't continue to do the same sin. If we do, it's called a stronghold (like an addiction to sin- drugs, lust, arrongance). And we have to pray that God deliver us from it and completely transform the mind so that we no longer want or need the stronghold.

In the scripture (Matthew 5:48) )you are referencing - the Greek word for "perfect" which is..., "Teleios" which means to be MATURE and Full of Age..., not lacking, brought to completeness, grown, adult.., mature.
You cant be mature? It's impossible to be mature? You're thinking in terms of a flawless existence without so much as a zit - and that wont work.
Be MATURE as your heavenly Father is Mature. Not flawless as the heavenly Father is flawless - but Mature. We only reach maturity in the given Biblical context by how? Learning and experiencing the things of God. Practicing what we learn.
Hope this helps you some.

The text you quoted is found in Matt 5:48. A parallel text is found in Luke 6:36 but the word "perfect" is replaced with "merciful". To be "perfect" in this context is to be "merciful".
Another meaning is that a human should be perfect in his sphere even as God is perfect in His sphere. Would you say a green apple is perfect? At its stage of development, it may very well be perfect. Perfect here does not mean sinless.

I've never ever heard that expression before!(and I am a Christian...) Are you referring to the part of the Lord's prayer where it says
"Thy will be done, on earth - as it is in heaven" ?
The only explanation I can offer you is:
We 'strive' to do the Father's will...however, we know that we won't reach "perfection" here on earth.
We do all of that, because in the Bible it says "If you love me, you'll obey my commands." John 14:15 (NIV)

The Father in Heaven is perfect. So, its saying try to be aas perfect as the father in heaven, who is perfect.
Basically, try being without sin.

Human beings strive for the ultimate perfection of our spirits throughout all of our lives. We cannot ever be as perfect and all-knowing as God. I think God's will is for us to STRIVE for perfection because by doing that we are constantly moving forward and growing, but I don't think it's possible to ever reach that level of perfection.

It's a mystery...
First, discover HOW the Father which art in heaven is perfect.
Hey! MAYBE to be perfect we need to be in heaven with the Father.

I think a good interpretation of "perfect" is complete. I think of that verse more in terms of striving for completion, or wholeness in life. I agree with Anne Lamott, "perfection is the voice of the oppressor."

Yes, it is all in the bible. Everything is done by the power of God. Do some research of your own and search the scriptures and in that way you will find other interesting things in the bible that you never thought would be in it. "Lord let your will be done."
