can a permenent wave be undone right after process with watering down?

My first wave and I dont know if I ruined it by wetting it down,,it seems quite relaxed..

Professional perms will not relax with water or shampoos any more, that is passe. Chlorine from a swimming pool will relax it, but not plain water. If you used commercial brand, that could be
different. Consult a reputable Pro. Do use Pro. Products, you can always change your clothes but your Hair is always there and should be more important, good luck.

Yes, you've lost your permanent wave. I'm sure you were told that you shouldn't wash or wet it for at least a day. You'll find that you have very little curl left, and you won't be able to have it done again for at least 4 weeks and you should wait longer as it will damage your hair.

get a heavy duty conditioner shampoo dry almost comb thru leave on 1 hour and shampoo again the more you wet and shampoo the less the curl will be

Nope, your stuck with it for a bit. you can get it straightened in about 6 weeks or so, but don't try before that or you could lose those locks!
