he does not fly around the house, and i have no idea how he broke it. it is hanging a little bit lower then the other wing

You need to take him to a vet as soon as possible as I have breed hundreds of parrots and have had over time a number with a broken wing. the vet will tape the wing to the body of the bird with special tape at the correct position and you will have to leave it there for about 4-6 weeks until it heals. the bird will be very distressed at haveing tape on it's body at first but will get used to it. If you don't have it attended to by a specialist it will heal at a strange angle and will not be able to fly again. Do not attempt to tape it yourself- it is very precision thing that a vet needs to do!
