What are these bright red serial number-type things on the TV screen?

I'm watching OLD SCHOOL on TBS while I'm working on Answers, and these weird bright red serial number-type things occasionally flash on the screen. What is that all about? Is this normal? Are aliens trying to communicate or what?

LOL! There are no aliens. You may have bumped the sub titles button on your remote. Not all channels support the feature and they sometimes have an odd reaction when you have it turned on. Find your sub titles feature and see if it is turned off.
