I would ground her and ban her from using the computer at all (and that includes paws off the mouse!)
explain to your neighbours how you cat misunderstood what CAT meant (computer aided technology) and that you are taking very stern action AFTER you cat has been given a once in a lifetime bath!

You should make her write a note of apology, and if the dogs aren't too long gone, you could at least have her attempt to get them back.
