The best way is immersion. Go to Russia or talk to people who speak Russian. Second to that is the Defense Language Institute in Monterey, Ca. They will teach you to be more than fluent in Russian in about 47 weeks (you have to be a Department of Defense employee or spouse of an officer going through the course in order to enroll there, though).
