The abbreviation for Barrel is (bbl) and for Barrels would be BBLS as in ... 7.3 bbls = One tonne: 6.29 bbls = One cubic metre: One bbl = 159 litres approx.
It's a unit of measure and in connection with a bridge usually has to do with the amount of concrete used.

In the highway and bridge context, "LS" is an acronynim for "Land Surveyor". I don't know what "BB" may be, but I'd guess the letters may be the initials of the surveyor or the survey company. Surveyors are part of the team needed to design and build roads and bridges.
