Believe it or not, it's not that uncommon for boys your age to have a bit of tummy fat. If you haven't started to go through puberty yet, or if you've just started, then take a deep breath and relax. During the very quick growth you go through over the course of your teen years, your body usually finds good use for all that stored up energy, so puberty usually sorts all that out if you're not actually overweight.
If you are a bit overweight, your best bet is to eat healthier foods such as fruits and vegetables--french fries and chips don't count!-- lay off the soda and junk food for snacking (have an apple or something if you need a morning or afternoon snack... whatever fruit you really like), and get plenty of exercise.
You're really too young to be lifting weights for another three years or so, but you can do all the cardio exercise you want, and can do as many crunches, sit ups, push ups, etc, you want to get your tummy flat.
It doesn't have to be exercise you hate, either. If there are games you like playing outside, do that. Like going for hikes? Do that instead.
The best diet and exercise for you are the healthy ones you LIKE, because you're not going to want to stick with things you think suck... so this is a great time to explore all your options and find the healthy lifestyle you're going to enjoy, so being healthy isn't a chore for you.
Then all you gotta do is opt for the healthy stuff you really enjoy instead of the stuff you really enjoy that's bad for you, and you'll end up looking a lot better and feeling a lot better for it.

At 13. Dude, you shouldn't care about that stuff.
I highly recommend Juicing. Carrot Juice. Carrot/Ginger/Apple. Wheatgrass.
The nutrients from juicing will make your skin tight and flawless.
Drink 5 pounds of carrots a day, and you'll be 100x ahead of anyone you hang out with. Your eyesight will improve. Complexion. Hair. Immune System will be unstoppable.
And once you do that, focus more on green juices, leafy greens and water-enriched food.

I know how you feel....I have battled these problems my whole adult life. My best advice to you, is to take it day by day. Just eat better ( make healthy choices...if you really don't know what to eat, you could ask the school nurse or your doctor), and get exercise regularly. You can be healthier and happier if you stick to it....good luck and don't be so hard on yourself ( I know...easier than it sounds)

Don't worry. EVERY 13 year old is conscious about their body. Relax. Don't get anorexic. You probably look fine.
And if you don't; well that's too bad, because there is very little teenagers can do about their weight - it just has to do with genetics.

Have you heard of daily pushups and situps? Do at least 25 pushups a day.
Seriously though, it's the best thing you can do.
