There is a group of people in Jerusalem that have been gathering all the different implements and training the necessary young men to work the Temple.
The red heifer has been obtained as have the other necessary things for the sacrifices.
They have even got the new cornerstone cut and ready to go.
They have the robes and other vestments that are needed.
The Ark of the Covenant is the one thing that it appears they don't have but then again maybe.
The real sticking point is that the Jewish people are assured in the Old Testament that the New Temple will be built by the Messiah, not man.
I hope this helps.

There is a small group called Temple Mount Faithful "planning" to rebuild the Temple on the Temple Mount, but it is not mainstream. According to Jewish theology the Temple will be rebuilt when the Messiah comes. Even so, the site of the Temple is now occupied by the Muslim mosque Dome of the Rock and there are no official plans to displace the Muslims to rebuild the Temple.

It's true, but I don't know if they know when since it has to be built in a certain spot and the spot isn't available right now.

So I think something has to happen inorder for space to be available where it needs to be built.

It's in the bible so it has to happen.
