Water falls, or more, specifically, is pulled. In the case of rain, it stays water vapor until small particles of dust enter the vapor. The water then condenses around the dust particle, and the water becomes too heavy and is pulled down from the sky as rain. In the case of a waterfall, the water is pulled toward the earth because of gravity, and the water falls over the cliff because there is no earth stopping the water from being pulled further.

Water moves "on its own" for 2 reasons:

(1) from an area of low pressure to one of higher pressure, or
(2) it moves under the action of gravity

In both cases, you could say it's pulled - either by the higher pressure region or by gravity.

Both, it can fall due to gravity, it can also be "pushed" from a point of high pressure to a point of lower pressure.
