If her parents are the ones getting in the way he should just try to be friends with her, and proove to her parents that he is a steady responsible boy.
If her parents are fine with her dating, but the girl is un-sure... well he should do basically the same, but perhaps he could broach the subject of dating a little sooner.
Basically he should be respectful of her, and try to get to know her first, proove that he's in it for the long run, and that he really cares for her.

Your brother needs to
1) Don't cuss around her
2) Be truthful even sometimes the truth hurts
3) Most importantly be your self also confidence is key. :-)
