Where is mother and father? Can your parents facilitate a mediation between the two of you? If not, can a counsellor help address a remediation to this problem? This is not a problem between you and your sister, this is a family problem. It concerns parents who are either too busy, too tired, too apathetic, too---you fill in the blank--for you to have to resort to seeking help here. If you don't get results with your parents, school counsellor--then try child protective services (if you are in the states...) I am sorry about this, I underwent similar treatment from my sister--and as adults we have a fairly distant relationship, sorry to say.

If she's seriously hurting you, tell a parent. If they don't take you seriously, keep telling adults until you find one who believes you. If she's not really injuring you, just kind of hurting you and annoying you, tell her to stop. If she doesn't, ask a parent to intervene. If that doesn't work, you have two choices. Warn her that you will retaliate if she doesn't stop, and then follow through. Or, ignore her. If she's younger, she might just be trying to get attention.
