IZArc is a freeware program that will open up almost any type of compressed file you will run into, including ISO files. IZArc is extremely similar to WinZip, only free.

Your question depends on what you want to do with the .iso file. Many times i will download a movie or a game in bittorrent, and it will be in the .iso format. Since i dont have a dvd burner, and most of these files are bigger than a cd-r can handle, you can emulate it. What does that mean? After you get alcohol 120% from the above site, you simply drag the .iso file into the programs interface and then double click the file. The program automatically creates a drive on your computer, that acts as a cd drive and will open the file as if it were burned on a cd and inserted in your computer. Daemon tools does the same thing, but alcohol 120% does it better and looks much cleaner, plus there are many other uses for it.

An ISO file is an exact image of a CD. You need a CD burning software, such as Roxio, Nero, etc. It should have an option (in Roxio it is under the File menu) to create a CD from the image. (You will need, of course, need a CD-burner in your computer)
