It isn't punishment that the cat needs. It's reprogramming as well as seeing the problem from a different perspective. You want to convince the cat that it should go back into it's box, not try to make it do so. Try putting some of it's leavings back in the box and see if it gets the idea from that. If it doesn't work, then get some leavings from a friend, neighbor, or a vet and put them in the box. Also, you can put the cat into the box and make diggiing motions with its front paws as though it were itself do the digging. My wife has used one, or a combination, of these ideas to train a lot of cats during our thirty years of marraige. The cat has always gotten the idea.

Clean the litter box and observe. If it happens again, take your cat to the vet. There are all kinds of uninary and other diseases that can cause this. Plus, punishing a cat is just about as useful as punishing your kitchen table.

Well there might be issues on why the cat is peeing on the floor. It could be an infection or some bladder issue or his litter box is dirty and cats won't do their business in a dirty box.

It could be your cat has a urinary tract infection which would require a trip to the vet and some anti biotics.
Being a cat owner myself this is one of the symptoms of it, another symptom is blood in the urine.
I recommend a trip to the vet to be on the safe side.

Leave the mess on the floor, go get your cat and stick its nose in it and say "NO" in a demanding voice.

Oh, please don't punish her, she might be sick: when mine went outside the box, he was sick, and associated the pain of urinating with the litterbox, thinking the litterbox was CAUSING the pain (silly cats, bless their hearts). Please take her to the vet for a checkover.
