At eighteen, you are a legal adult and therefore legally responsible for your own choices. You used to be able to purchase alcohol at the age of 18, but too many 18 year old seniors were buying it, and being pressured to buy it for underage students. So they moved the age to 21. I guess they don't have the same problem with cigarrettes.
Well, it won't matter soon anyhoo..... they are in the midst of developing a vaccine that prevents you from feeling the nicotine high- thus ending addiction and dependacy on cigarrettes.

In some states, it is 21 and not 18. Why? They have to pick some age so they pick the age at which SUPPOSEDLY, an individual ceases to be an adolescent and is now an adult so that age(depending on the state) is 18 or 21

Its also been shown that anyone starting to smoke before they are 18 are much more likely to become addicted. For some reason if they can make it to 18 they are less likely to become addicted, I like to think that possibly its because they see the folly in smoking.

It's the law. It isn't illegally federally to possess or smoke them though! The FDA was ruled by by US Supreme court to have no say into Tobacco!!
