My boyfriend is from Florida and I live in Ontario Canada. He's coming here to stay with me and I want to know what the proceedures are for getting married if he doesn't have Canadian citizenship or a visa. Is it a requirement to have either of those things?

just need his Passport to identify himself to the CAN Gov_than u can be marry to him at any time.

YOU can apply whithout getting married while is in USA or Canada for a start to have PR for him so that easy for him to enter/stay which is under common-law partnership/conjugal but difficult to get.
I suggest, you get married 1st and registered, it much easier to pass the application for his stay/PR by submitting proves, paperworks, certificates, etc.
