parakeets are sexually dimorphic in only one way: the cere. The ceres of young parakeet under 8-12 months are all about the same: a bright pink or violet color. As the parakeet sexually matures, the cere changes according to the budgie's sex.
Females - White/light-blue, tan, or brown cere. This is true for all varieties. With the development of brown color is a flaky texture. This can build up to be about a centimeter thick.
Males - Blue or purplish-blue cere in normal varieties only.
If your parakeet is less than one year old, the above rules are not applicable. The cere usually begins to change before one year of age but appears relatively ambiguous. A younger parakeet's cere can appear to be changing towards one sex and then change the other way upon full sexual maturity at one year of age. However if your young parakeet' cere develops the brown flaky appearance characteristic of female budgies you can be sure it is a female.
You can also look at behavior to determine gender. Males often bob their heads, sing, and are usually more active and outgoing.
Females are usually snitty and bossy over other parakeets in the cage, and rarely sing.

Place a miniature Tv set in the cage with a tiny remote. Whichever one watches the ball games and starts yelling at the other one for another beer is the Boy Parakeet.
*Seriously though* - while I am no expert I but if memory serves - the boys beak is darker.

To make life easier: Blue-boy, Brown-Girl. But don't mistake pink for girl becuz that's only telling you the bird is young. Gonna have to wait a few months or even a year for the bird to grow and then check the beaks.

Coloring can be a good way to tell but not always. The boys are more vocal and usually have a ring around their necks.

There's a little band just above the beak called a 'cere', when they reach maturity it will turn a color. If it's blue, it's a boy, green, a girl.

female beaks are usually brown or light beigh and males are always shades of blue :). when they are babies its hard to tell but within months you will be able to.....SHEP says it best :)
