I've heard something that sounds similar:

The phrase is about one whose use of or access to "tools" appears limited. as in if your only tool is a pen... everything looks like or must be paper. or... if your only tool is a ice-pick... everything looks like a block of ice.....

it is sooostrange - because just yesternight i used this quote!!!
It is Maslow's!!! the right way to say it is:
"If the only tool you use is a hammer, then you treat everything around you as a nail"
