I don't believe in this stuff, but here's some thoughts:
Generally, God should forgive Satan if he is a loving God.
Since God is omniscent, when he created Lucifer, he knew that Lucifer would rebel and fall (basically, he was created to do so). Did God create Lucifer for this purpose? Is it possible for Lucifer to repent, or did God "design" Lucifer to not be able to ask for forgiveness? Do the same rules apply to angels as humans (who can ask for forgiveness)? Has Lucifer repented?

No, Satan deserves no forgiveness because Satan has done NOTHING to repent for his sins. That is what God requires of sinners -- to repent; to acknowledge what you did that was wrong, ask God for forgiveness and make a sincere effort not to do it again. Satan has done none of those things. Satan is pure evil and he enjoys what he is doing. His acts do not warrant forgiveness.

I believe that God is Love, and love requires mercy. God would forgive Satan if Satan were repentant, and asked for Gods mercy and forgiveness, but it is Satan who rejects Gods love.
Interesting how you capitalized Satan and left God lowercase.

Satan committed the only unforgivable sin of blaspheming of the Holy Spirit...as I see it this is still a forgivable sin if you ask for forgivness however, anyone who commits this sin is too far gone to ask. If Satan asked I think he would be forgiven but it's highly unlikely he would

No, because satan is a myth, created by early humans to explain away such negative things as famine, disease, pestilence and natural disasters, before science evolved enough to explain them.
The only evil in the world is created by humans through the beliefs that each of us espouses.
