If someone is relating what somebody else said and cuts it short, he may say, "and bla, bla, bla..." I have heard this used by someone preaching. In this context, what he tried to say was: "and so on and so forth..."
On the other hand, if the connotation is negative, the answers given by the others is correct. It is slang for "whatever!"

It's like "generic" speech. It means the person went on to say other things, but they didn't matter and you weren't listening, and so it just sounded like "bla bla bla."

It means some one is going on and on about the most boring subject ever heard by any kind of person that means absolutely nothing to the person who is listening to what is being said and there is no real meaning to the words that coming out of the mouth of the person who talking and wont stop just me me typing all these meaningless words!

it have many meanings ..
bla bla ... as when u say somthing and u know what will say after thats ...and u think whom hear u know what it will be ...so we say bla bla ...
and we can use it to for rest of what u r saying thats wont help whom hear u in what u want to say ...
and it could be as etc..etc...

because someone is just talking nonsense, or talking too much, the other person says " blah, blah, blah" to let the first person know that whatever is coming out of person #1's mouth is being translated as such, so person # 1 is better off to just be quiet, because person # 2 doesn't care to hear any more,.
Blah, Blah means "this is what your words mean to me, and nothing more."
