why is my shih-tzu tail not up

well dogs do talk with their tails in ways other than wagging - happy & excited bring the tail up, unhappy down. The total well being adds in too - on a cronic dog disease list I'm on people talk about the "tail baromiter". Breed also influnces it- some breed curl it over the back, others carry it low so you have to take the "defalt position" in account to read tail messages.
If she isn't moving it at all this can mean spinal damage.
