yes the weather has a great deal to do with it. Not just hot weather either, winter is just as hard on your lips as summer. Try not to lick your lips constantly. I know that's hard to do when they feel so dry but that only makes it worse. Use a good lip balm frequently during the day so you'll have a protective coating on them. Drink more water. Avoid the sun and wind if you can.

Dry lips are a sign of dehydration. Drink 8 to 10 glasses of water
in the morning and afternoon.

You can prevent your lips from cracking by keeping them from drying out (lip balm). If your lips are already dry/cracked, put a liberal amt of Blistex OINTMENT on before bed and I promise it's amazing- you wake up with normal lips, even if they were bleeding before you went to bed. Blistex (the ointment in particular) is like ArmorAll; it's one of those products that actually works and you can count on it!

Lip cracking may occur mainly due to weather changes(winter), dehydration etc. Apply vaseline/butter/lip gloss, drinking plenty of liquids.

I think it's because of harsh weather. I use Blistex or Carmex medicated lip balm. You can find them in you local grocery store for about $2.00.

Find you a good lip gloss, I like bath and body works, and apply it often. Also, get one with a sunscreen in it and apply it when you are outdoors and in the tanning booth. That will help alot.

dry lips means your body needs water. drink water as much as you can! (1,50 or 2 L/day is fine)
if it's because of too cold/hot weather then get a good lip care cream, try Neutrogena, it really works!

You lack Vitamin C/D and yes, it could be the weather.
Buy some Chapstick or Chap Ice. (Lip Balm)
It really helps.
