Depends on where you are from, but I'm sure anywhere in U.S., you'll need a fishing License. Annual Fish and Game License here in California is about $34 bucks plus about buck fifty for a special card for Salmon. Search Google for "Fish and Game" + "Your State" and it should show you what you need and how much it will cost. Don't even think about fishing without a license... its not worth it.
