Most certainly! I think love should be expressed no matter what the condition (well, unless he/she's already taken, since that usually ends up being a soap opera that nooobody wants). That whole guy first thing is just an old custom, which needs breaking. The only thing that I might suggest is, if he's hesistating, blatently hesitating, find out why first- he may not be quite ready for a relationship.

Yes she can, but she should make sure the guy feels similarly. Even if he's not ready to say the words. Otherwise she'll end up freaking him out.
