Do you mean rolling my tongue to make the rrr sound, like as required for the Spanish language, and Mexican Spanish in particular?

Or do you mean curling my tongue into a U shape, or even a UU shape?

I can do both, though I can't do a UU shape with my tongue. Just a U. But I speak Spanish almost fluently, and have been able to roll my tongue since I was very little. I don't think it's hereditary. My parents, neither can do it (my mother tries), and none of my grandparents can either. But if you can't roll your tongue, perhaps you can whistle? I can't.

Is that putting your tongue sideways? If so, no. I can lick my nose, though.
